Review of the Effectiveness of SEA in Ireland



Dear SEA Practitioner/Plan Maker/Stakeholder,

 

RPS has been commissioned by the EPA to carry out a review of the effectiveness of Strategic Environmental Assessment (SEA) in Ireland.  The primary purpose of the Review is to identify how effective the SEA process is in integrating environmental considerations into Irish Plans / Programmes with reference to the following key questions:

  • What influence is the SEA process having in identifying significant effects of implementing plans and programmes;
  • Is the SEA process informing and supporting effective integration;
  • What opportunities exist to improve the SEA process; and
  • How effective is the SEA governance process?

As part of the review, RPS has prepared an online questionnaire to be completed by SEA Practitioners, Plan makers and other stakeholders to elicit their opinions on these and other issues relating to the effectiveness and efficiency of SEA as part of the Irish planning process as well as ways to improve the process going forward.  The opinions and feedback provided in response to the questionnaire will form a key part of the overall Review process.  A broad range of participants are now being asked to complete the questionnaire.  You have been identified as someone with an interest in the application of SEA in Ireland; therefore, if you would be willing to complete the questionnaire at the link provided below it would be greatly appreciated.  Also, please feel free to forward this link to any other person you may be aware of who may have an interest in the application of SEA in Ireland.

The questionnaire itself should take under 30 minutes to complete and has been broken into 5 sections as follows:

Part 5:  Your Information

Most questions are provided in a multiple choice format, though there are a number of opportunities throughout the questionnaire to provide more detailed responses should you wish to do so.  Also, there is an opportunity to provide your contact details should you wish to receive further information; however, please note that all responses provided will remain anonymous in the report itself.

The deadline for completion of the questionnaire is Wednesday, September 21, 2011.
